Hyland, Editor of Foreign Affairs. Adding "Dear Bill" in his own hand Nixon writes, "In view of the incredibly naive appraisals of Gorbachev's proposed economic reforms which have appeared in most of the prestige media, I thought you might find it refreshing to see a more realistic analysis of recent developments in the Soviet Union. The memorandum was prepared by Monica Crowley, a recent Colgate graduate, who has joined my staff as a foreign policy consultant." Accompanied by Hyland's response together with Crowley's memorandum in which she takes Gorbachev to task on his reform attempts: "...Gorbachev had the opportunity to choose between either free-markets or central planning. He did not. He is depending on hi style of leadership to carry him through this controversy. But he cannot apply a political solution to an economic crisis..."
