Hyland, Editor of <I>Foreign Affairs</B></I>. Adding "<I>Dear Bill</B></I>" in his own hand Nixon writes, "<I>In view of the incredibly naive appraisals of Gorbachev's proposed economic reforms which have appeared in most of the prestige media, I thought you might find it refreshing to see a more realistic analysis of recent developments in the Soviet Union. The memorandum was prepared by Monica Crowley, a recent Colgate graduate, who has joined my staff as a foreign policy consultant.</B></I>" Accompanied by Hyland's response together with Crowley's memorandum in which she takes Gorbachev to task on his reform attempts: "<I>...Gorbachev had the opportunity to choose between either free-markets or central planning.
