Throughout the West, cattle and other livestock losses were a constant threat. Stockmen's associations sprang up everywhere. The Cherokee Advocate reported in Feb. of 1882 that a Constitution and By-Laws had been approved (in 1881) for the Cherokee National Stock Men's Association. As with all of these, it offered rewards for information leading to the arrest of thieves, and provided an informal association for exchange of information among ranchers. This and several others in Indian Territory, such as the Muskogee and Seminole Live Stock Association and the Choctaw and Chickasaw Stock Association, were formed for the protection of Indian nations. In Article II of the by-laws of the Cherokee association notes: The officers of this Association shall be one President and one Vice-President for each of the several tribes of the Indian Territory (whenever one of the said tribes is represented by a member)... It is unclear how several presidents might relate to each other. Article III does not overtly restrict membership: Any person may become a member of this Association by paying the sum of five dollars... provided, that all applications for membership shall be made in writing at the regular meeting of the Association, and be recommended by three members in good standing, and all applicants for membership shall be required to receive three-fourths of the votes of the members present, which will de facto limit membership. The non-Indians who grazed stock on Indian land formed their own associations, such as the Cherokee Strip Live Stock Association, formed about the same time, 1881 (Streeter 2370).
