Unusual partly-printed D.S. as President, 1p. folio, Washington, May, 1, 1902 appointing Cecil Clay as a "...Trustee of the Reform School of the District of Columbia...". With Intact seal of the Department of Justice and countersigned by PHILANDER KNOX as Attorney General. Some age toning and light soiling, one horizontal fold, a few marginal tears and one small dampstain, otherwise very good condition. Matted and framed. Not examined out of frame.
