RICHARD M. NIXON: (1913 - 1994) Thirty-seventh President of the United States who led during the Vietnam War, re-opened diplomatic ties with China and the U.S.S.R., resigned his office due to the Watergate scandal. In response to a huge escalation of the war by the North Vietnamese, on May 9th Nixon ordered the mining of all North Vietnamese ports and other measures to prevent the flow of arms and other supplies to the enemy until American prisoners of war are returned and the North Vietnamese agreed to an internationally supervised cease-fire. Here, Nixon expresses his hopes for the plan's success, writing in part: "...I appreciate your support for the measures I announced on May 8 to bring the fighting in Vietnam to an end...this has been the longest, most difficult conflict in our nation's history. All of us look forward to a lasting, honorable peace. That day is near...the enemy must return our prisoners of war and join in an internationally supervised ceasefire...a demonstration of national unity will make unmistakably clear to the world our commitment to South Vietnam, our determination to protect American servicemen there, and our resolve to secure the release of our prisoners...I am grateful for your willingness to speak out...".
