Born Knutsford, Cheshire 1 August 1714, son of surgeon Robert Penny and Clare (nee Trafford). A pupil of Hudson in London and then travelled to Rome, where he studied under Marco Benefiale. Returned to England 1743 or 1748 (conflicting sources) and practised in Cheshire before settling in London. Some time after 1753 he married Elizabeth, the widow of Richard Fortnam. She owened valuable leasehold property ion the Grosvenor estate in London. He was the chief rival to Zoffany in the small full-length. Exhibited at SA (14), RA (21) 1762-82. Elected Vice-President of SA 1763, founder RA, RA's first Professor of Painting 1768-82, when he retired through ill health. Gave up painting about this time. Died Chiswick 15 November 1791. Buried Chessington, Surrey in the same grave as his wife, who died the previous year. His early paintings were signed "Pennee." W.R. Bigg was a pupil.
