ALS as Vice Admiral, while Superintendent of the U.S. Naval Academy, 1½pp, 8&#34; x 5&#34;, Annapolis, Md., 1869 Jan. 6. Very fine. To an unnamed correspondent, denouncing a bill which was to go before the House of Representative as &#34;<I>a piece of deception from beginning to end</I>&#34; and which, if passed, would have a deleterious effect on the Navy.
