American soldier and statesman (1733–1804) who served as a general in the American Revolution and was a member of the first session of Congress as a Senator from New York. Manuscript DS, signed “Ph: Schuyler, President,” one page, 8.25 x 6.5, April 14, 1796. Receipt for £15,000, in full: "Rec'd April 14th 1796 from Gerard Bancker, Treas. Fifteen Thousand pounds mentioned in a Bond and Mortgage this day executed by me as president of the Western inland Lock Navigation." In fine condition, with light toning along the central horizontal fold. Gerard Bancker was a surveyor and politician who served as New York State Treasurer from 1778 to 1798.

In 1792 the Western Inland Lock Navigation Company was incorporated by the state of New York and given the rights to improve navigation on rivers and lakes west of Albany. Under Schuyler's leadership, the company focused most of its activity on the Mohawk River, clearing the riverbed and digging several short canals to bypass river rapids. Although the company achieved some success in making improvements to the river, it never had the financial resources to tackle the larger navigation obstacles in the river.
