(1825 - 1904) Union brigadier and brevet major general of cavalry who won the MOH as major for leading a raid on Sinking Creek, Virginia. During the later part of the Gettysburg campaign he was wounded, captured, and confined at Libby Prison. Nice A.L.S. ""W. H. Powell"", on Grand Army of the Republic letterhead as department commander, 1p. 4to., Belleville, Il., Aug. 5, 1895, to Chaplain Thomas Barker, in part: ""àMen who risked their lives to save our flag and country are justly entitled to the highest encomiums from government and comradeship. Your fidelity to the cause you espoused in 1863, and which you then enlisted to defend, when a mere boy together with your manifest devotion and duty to your comrades in our G.A.R. post relations, evidences your loyalty to flag and countryàwishing youà[a] long life to enjoy all as the reward of your faithful service to your countryà"". Minor fold splits and lightness to lettering, else good to very good. Included is Powell's GAR calling card adding rank and ""Sheridan's Cavalry Corps on verso. Two minor pin holes affect card, else good to very good. Interestingly, Powell earned the Medal of Honor
