PAMPHLET DEBATING THE 12TH AMENDMENT. In the wake of the Jefferson-Burr election debacle of 1800, an amendment to the Constitution was proposed to prevent a reoccurrence. It called for separate balloting for the offices of president and vice-president. "Mr. Tracy's Speech in the Senate of the United States, Friday, December 2, 1803, On the Passage of the Following amendment to the Constitution:..." Uriah Tracy, a Federalist Senator from Connecticut who succeeded Jonathan Trumbull, voices his opposition to the bill, fearing it would prevent the most qualified men from being elected. His "nay" vote is recorded on the last page of the pamphlet. This small 8vo pamphlet is bound with a red silk ribbon. Originally 24pp., this one lacks the final leaf (pp. 23-24), otherwise in good condition.
