In full: “I have read over the proposed rules for the Inter-Collegiate Air Race for the Loening Trophy. They seems to me pretty satisfactory unless it be the paragraph headed ‘Planes and Engines.’ If the entries are to be limited to ‘standard stock planes’ then the club happening to have the best make of plane will have a tremendous advantage, since the contestants will have no right to modify their planes to improve their climbing qualities. I do not understand why ground revolutions shall not be less than 1350. And again I do not see the necessity of requiring a license from the Department of Commerce, as this contest will be carried out over a flying field where the public safety is not jeopardized. I think it is a great mistake to handicap sport with unnecessary regulations of this kind.” In fine condition, with a uniform shade of mild toning, a couple trivial surface dings, and punch holes to top edge.

Presented annually, the Loening Trophy is the rarest and oldest of all collegiate aviation awards. In a mere 25 years, the miraculous feat accomplished by the Wright Brothers in 1903 had progressed beyond their wildest expectations.
