Payne (1843 - 1904) U.S. Postmaster General from 1902 - 1904, under President Theodore Roosevelt. In August of 1893 he was appointed receiver of the bankrupt Northern Pacific Railway. Star punch cancellations not affecting Payne's signature. Very Fine.
