Politician and lawyer from Maryland (1813–1883) who served in Lincoln's cabinet as postmaster general during the Civil War. Manuscript DS, signed “M. Blair,” one page both sides, 8 x 12.25, June 2, 1862. Post Office Department document issued to "The Keeper of the Jail at Machias, Maine," beginning with an excerpt from an 1825 Act of Congress allowing the Postmaster General to "discharge from imprisonment, any person confined in jail on any judgments, in a civil case, obtained in behalf of the Department: Provided, it be made to appear that the Defendant has no property of any description." Citing this law, Blair orders the release of James M. Balkam. The green seal affixed at the conclusion remains intact. In fine condition.
