<Our item number 85187><B>Monroe, James & Adams, John Quincy.</B> Document Signed as President and Secretary of State, 1 p., 12&#34;x9&#34;, Washington, 1820 Oct. 24. Very good. Overall toning, tiny edge chips, archival fold repairs on verso, right and left margins are closely trimmed. President James Monroe signs a pardon for &#34;<I>a certain Luke Jackson, a man of color,</I> [who] <I>was indicted for the crime of piracy; and, having been tried thereupon, was found guilty, and sentenced…to suffer the punishment of death</I>….&#34; Jackson was found guilty in 1819 by the fifth Circuit Court for the Eastern District of Virginia, held at Richmond. The President refers to an &#34;<I>Instrument of Reprieve</I>&#34; which he had signed for Jackson on June 10, 1820, after certain &#40;unnamed&#41; mitigating circumstances arose. &#34;<I>And whereas other views, favorable to the convicted party, have been presented to the Executive Authority, operating as additional motives to clemency: Now, therefore, I, James Mo nroe, President of the United States…have pardoned, and do hereby pardon, fully and entirely, him, the said Luke Jackson, the crime of piracy aforesaid, of which all persons concerned, and particularly the Marshal of the United States in and for the Eastern District of Virginia, are hereby enjoined and required to take due notice</I>….&#34;<BR><BR>Luke Jackson was probably a sailor during the War of 1812. Black sailors made up 10 to 15% of U.S. Navy crews during that war. In any event, he must have done something special to have influential people speaking up for him and to merit the attention of the President. Since there were no forms for such a document, the entire document was written by hand. The Presidential Seal is at lower left.
