Attorney and legislator (1827-1876) who served as the first Democratic Speaker of the House after the Civil War. ALS signed "M. C. Kerr," one page, 5 x 8, February 19, 1866. Handwritten letter from "Hall of House," expressing patriotic sentiments. In full: "Your request of the 17th inst. is before me. Although I can perceive no good result that can arise from its gratification, yet as you have esteemed it of sufficient interest to make it, a liberal courtesy requires me to grant it, and I have done so. Hoping that 'the noted men of the 39th Congress' may all prove to be in all things true to our Country, our Constitution, and the equal personal freedom of all men." In fine condition, with a paperclip impression to the top edge. Accompanied by an unsigned original albumen portrait of Kerr.
