Maharaja Aftab Chand Mahtab of Burdwan established the Burdwan Raj College in 1881, by affiliation to the University of Calcutta. In 1939, when this medal was awarded, Maharaja Sir Bijai Chand Mahtab was the Maharaja of Burdwan. He was deeply involved with Bengali literature. Originally, a zamindari founded by a Punjabi Khatri man in 17th century, Burdwan was one of the largest and oldest such estates in India and its property owners were aptly called 'Maharajas'.
