The medal was instituted in 1936, first as "Maritime Medal" and was changed by Royal decree in 1938 into "The Maritime Virtue". It was awarded in recognition of bravery and valor. The medal was organized in three classes, first class gilt, second class in silver and the third in bronze and two models, for navigating personnel, decoration with crown, and for non-navigating personnel, decoration without crown. After 1938 could be awarded for merit in war, with swords under the crown in all three classes. The averse design is a sailing boat tossed by the waves and on the base of the medal, the King's cipher. Reverse, an anchor surrounded by a chain and in the middle, the ribbon and the devise "Pentru Marina", which means "For the navy". Breast Badge, second class in silver (silvered) with crown and swords, for the Navigant personnel, for merits in war. First model with the cipher of Carol II. Very rare, with original ribbon.
