Being the official printed “Regulations as to Certificates of Indebtedness,” 2 pages (printed front and back), measuring about 5.75” x 9” and Signed in Type by “C.G. Memminger,” as Confederate States of America Secretary of Treasury. Trivial paper clip rust trace at top left, overall even in tone and is well printed. This rare Document reads, in part:

“The following regulations are established for carrying into effect the 14th section of the act of Congress, approved February 17th, 1864, entitled, “An Act to reduce the currency and to authorize a new issue of notes and bonds...”
Christopher Gustavus Memminger (1803–1888) was a prominent German-American political leader and the first Secretary of the Treasury for the Confederate States of America.
