<B>[Martin Van Buren] Proclamation Signed in Type.</B></I> Printed proclamation, one page, 8" x 12.5", City of Washington, November 21, 1838; signed in type by both Van Buren and <B>John Forsyth </B></I>as Secretary of State. The proclamation was issued in response to uprisings in Canada, in which American citizens were participating and supporting. In part: "<I>I have thought it necessary to issue this Proclamation, calling upon every citizen of the United States, neither to give countenance nor encouragement, of any kind, to those who have forfeited their claim to the protection of their country... I hereby warn all those who have engaged in these criminal enterprises, if persisted in... they must not expect the interference of this Government, in any form...</B></I>" This proclamation was issued to uphold a previous one made with regards to the Caroline Affair in December 1837, when Canadian rebels used bases in New York along the border to launch an insurrection against the Canadian government. Already strained relations with Great Britain resulting from a poor economy, grew worse; and public sentiment in the U.S. was prone to support the insurrectionists along the border. Van Buren would be forced to issue a second proclamation, offered here, in 1838. Interestingly, Van Buren is listed as the first president not to have experienced the Revolutionary War; and this may perhaps explain his steadfast position to regard the uprising in Canada in such a negative light. The proclamation is offered with a partially printed transmittal letter signed by <B>William L. Marcy. </B></I>The transmittal letter is attached to the proclamation with a green ribbon and blind embossed paper seal.
