This historic special printing of The Insurrection Act of 1807 is 1 page, measuring about 5.75” x 3.5”, small folio, “Approved” being Signed in the Printed Text by President Thomas Jefferson. Boldly printed in deep black on period heavy wove paper that is very clean and even in tone, possibly laid down for display, not examined out of the frame. Small edge tear at upper right, very well centered upon the sheet, inset within a off-white mat in an 1860’s era decorative wooden frame having one “trio of leaves” decoration lacking at the upper left. Dated March 3, 1807, this ACT is announcing his right as President to use United States military forces in order to put down insurrection. The “Insurrection Act of 1807” is a United States federal law (10 U.S.C. §§ 251–255) that governs the ability of the President of the United States to deploy military troops within the United States to put down lawlessness, insurrection, and rebellion. The general purpose is to limit presidential power, relying on state and local governments for initial response in the event of insurrection. Coupled with the Posse Comitatus Act, presidential powers for domestic law enforcement are limited and delayed. This Act was used to declare the commencement of the American Civil War. It reads, in part:

"AN ACT authorizing the employment of land and naval forces of the United States, in case of insurrection. --- BE it enacted by the Senate and House of Representatives of the United States… that in all cases of insurrection… of the United States, or of any individual state or territory… it is lawful for the President of the United States to call forth the militia for the purpose of suppressing such insurrection… for the same purposes, such part of the land and naval force of the United States, as shall be judged necessary, having first observed all the pre-requisites of the law in that respect. -- (Signed in text) Nathl.
