(1758 - 1831) Fifth President of the United States who negotiated the Louisiana Purchase and promulgated the Monroe Doctrine. Fine and important content L.S. ""Jas. In full: ""Sir, The great calls on the General Government lately made, for the supply of the militia of the several states with arms has very much reduced the numbers in the several Departs. -- As their demand will continue & probably increase, and as the Waste & [?] of Arms in the hands of the militia is a growing & most serious evil it becomes the duty of the Commanding Officer of the several Military Districts to pay the most prompt & strict attention to remedy the evil, and to take immediate & effectual measures for the safe keeping & repair of all such Arms --- To attain this object you will upon a general order, directing that all Arms which have been issued by the United States to the militia of your District should on their greeting the Service be delivered to some officer of the ordinance department or such other as you may appoint, who will take care to have the Arms safely kept & who's duty it shall be made to collect all arms that may be found in your District that are out of repair, & to employ proper persons either of the Army or others to put them in complete order -- Your prompt attention to this business is requested - and you will be particular in your selection of the persons who are to attend to the details --- Should the state authorize be at any time disposed to place any of their Arms in the custody of such officers; either for safe keeping or repair, he will be directed to receive them, & the state to be charged with the expense of the same"". After British forces burned Washington on August 25, 1814, James Madison replaced Secretary of War John Armstrong who he blamed for the catastrophe. As Acting Secretary of War, Monroe proved to be very capable in strengthening the army. These successes improved his popularity, significantly paving the way for his election as President in 1816.
