Chavero lists four articles, providing military orders to visitors to the city: every person who arrives to this plaza will present himself to the district military commander, within 24 hours of their arrival; no one will be able to leave the plaza, or without a passport from the military commander...; no one will be able to pass by river ... unless they have permission from the captain of the port...; etc. This broadside was posted and circulated in public, during a time when the city was under siege.
