Printed Document Signed 'Jas Monroe' as Secretary of State, on 'An Act concerning Letters of Marque, Prizes and Prize Goods,' 2-1/2 pages, June 26, 1812, 13' x 8.5', Very Fine. There are 17 sections addressing questions such as who can apply for letters of marque, what will happen to captured vessels and goods, what to do with prisoners, bounties to be paid, etc. The importance of keeping a daily journal by the commanders of the vessels is emphasized; those who neglect to keep proper journals or who make fraudulent reports are liable to having their letters of marque revoked. Page 3 lists 'Instructions For the Private Armed Vessels of the United States, ' including the distances within which the vessels can operate from the shores of peaceful and hostile nations, a reminder to respect the rights of neutral powers, to treat enemy vessels and crews 'with all the justice and humanity which characterize the nation of which you are members...' etc. A manuscript note adds, 'By command of the President of the United States.' Minor spotting in the margins. A fold passes through MonroeÕs signature which is signed in very dark brown ink. One of the finest examples we have seen.
