Partly-printed Document Signed 'Lyndon B. Johnson' as President, April 18, 1964, Washington, 16' x 20', Choice Extremely Fine. Appointing Harold Russell of Massachusetts 'Chairman of the PresidentÕs Committee on Employment of the Handicapped.' Countersigned by Acting Secretary of State George W. Ball. The ecru wafer seal is intact at lower left. Some mounting remnants on verso; minor creasing, and a few specks in lower and right margins. One tiny smudge at the end of the signature, which is signed in brown ink. An excellent display piece.

Harold Russell served as an instructor and demolitions expert in World War II. A defective blasting cap cost him both hands while demonstrating how to assemble explosives. He appeared in an Army documentary depicting the rehabilitation of an amputee, and in 1946, starred in William WylerÕs 'The Best Years of Our Lives,' for which he won the best supporting actor award. Today the annual award given by the PresidentÕs Committee on Employment of People with Disabilities is called the Harold Russell medal.
