Typed Letter Signed, 1 page, on his personal letterhead, 7.25' x10.5', New York City, January 7, 1943. To Charles Horner. Choice Extremely Fine. In part: 'We have decided to resurrect the National Committee for Food for the Small Democracies in a limited way this time and with very little money...We had the idea of again re-introducing a resolution in Congress, basing it partly on the fact that the Allies have now given way and are feeding the Greeks, and seeing if we could get such a resolution through the House...'

Herbert Hoover, who came to office promising 'a chicken in every pot', had already had tons of experience feeding people. As Director of the American Relief Administration in 1919, heÕd brilliantly organized the delivery of American food and supplies to war-devastated Europe. With the outbreak of World War II, as this letter attests, Hoover was eager to reprise the role - and ultimately, could not.
