Beautiful engraved eagle and serpent on a cactus and banners--the seal of Mexico--on the masthead of the front page; large, embossed paper seal replicating the image, with cactus-like extensions; lovely, flowing lettering beneath the masthead. Titled “VALENTIN CANALIZO, GENERAL DE DIVISION, Y PRESIDENTE INTERINO DE LA REPUBLICA MEXICANA,” Canalizo affirms that “Rafael Mancera,” captain of the infantry and commander of a battalion, is deserving of attention for meritorious service.
