Typed Letter Signed ('Jerry Ford'), as Congressman, 1 page, 8' x 10.5', on Congressional letterhead. To Merrit Borden in Oregon. Choice Near Mint. Ford replies to what may well have been an alarmist rumor: that legislation was pending which would prohibit the free movement of people moving from one state to another, or to the city from the country. In part: 'I know of no such legislation in the current Congress and I would have grave doubts that one would be introduced in the 91st Congress. One of the constitutional rights of an American citizen is the right to move from one community to another and from one state to another without undue difficulty. Undoubtedly such a bill as you mentioned would be ruled unconstitutional by our federal courts.'
