In part: “Our Good Friend the President of the United States of America has by a Commission…appointed Mr. Harvey T. Goodier to be Consul at Fort William and Port Arthur, Ontario.” Signed in the upper left by George and countersigned at the conclusion by Secretary of State for External Affairs Richard Bedford Bennett. The document bears a blindstamped seal in the lower right. In fine condition, with central vertical and horizontal folds.
