Decree signed by Jose Maria Tornel y Mendivil announcing the abolition of slavery in the Republic, declaring all those previously considered slaves to be free. It also states that slave owners would be compensated when the treasury's circumstances allowed., according to the law. Jose Maria Tornel y Mendivil, as Colonel, Deputy, and Governor of the Federal District, was instructed to publish and circulate this decree for it's full implementation, as noted by Ignacio Flores Alatorre, Secretary, on September 16, 1829.
