U.S. Naval officer during the Civil War. LS, three pages, lightly-lined on two adjoining sheets, 8 x 9.75, U.S. Navy Yard, Boston letterhead, October 5, 1869. Letter to U.S. District Attorney George Hillard regarding a legal matter at the yard concerning the receipt and payment of planks. In part: “The circumstances of the case are briefly these: Messrs. Bigler & Son…contracted with the Bureau of Construction & Repair…have delivered at this Yard, under their contract a quantity of oak plank. The plank is received in the Yard, is actually government possession undergoing the customary inspection as to its quality, before this inspection is completed and its acceptance…is consummated an attachment is placed upon the planks…Is under the circumstances, this attachment valid, and does it stop the Government Offices from processing and receiving the plank and paying the contractor therefor?” In fine condition.
