Mounting traces and a pencilled note at bottom do not detract from the overall pleasing appearance of this letter, which is very good. John Quincy Adams, as perhaps America's greatest Secretary of State, formulated policy, dealt with diplomats, wrote extensively to dozens of U.S. ministers and hundreds of consul, issued passport, arranged for the maintenance, management and even printing of government documents, supervised the Patent Office and the census, established standards for weights and measures and, oh yes, met with the President on a daily basis. Somehow in all this, he also needed some law books -- for what we hate to think. "<I>This Department is desirous of procuring a Set of the Laws of Pennsylvania, of your edition, and I have leave to ask the favor of you to furnish it immediately, sending the volumes by the mail.</B></I>" From the Henry E.
