Martindale sends the governor of New York his recommendations for promotions and appointments, noting that the list differs from an earlier submission. In part: “I found some of the persons heretofore proposed to you utterly incompetent.” Endorsed on the back of the second page by General Fitz John Porter. In fine condition, with scattered creasing and check marks alongside the names.
