March 12, 1954 John F. Kennedy TLS on U.S. Senate letterhead to Mr. Endicott Peabody including his statement of views on Senator McCarthy (2 pages), and Dec. 15, 1953, ten page policy paper memorandum on Senator Kennedy’s accomplishments to members of the 1952 senatorial campaign committee:

“I shall not approve any contempt citation or other request by the Subcommittee which in my opinion exceeds the concededly broad statutory jurisdiction of the committee”

“It is obvious that no set of rules or Senate votes would preclude all undesirable activities on the part of any individual Senator”

McCarthy posed a big problem for JFK as McCarthy was Irish, had a big following in Ma., and was an old family friend of Joe Kennedy Sr. Ultimately JFK was the only Senator that did not vote in the censure of McCarthy as he was in the hospital at the time of the vote.
