Letter to George Opdyke, the mayor of New York. In part: “Permit me to suggest that you open your proceedings relative to Harbor defenses, this evening, by reading the enclosed communication. You will save much time by doing so, as it will give direction to the discussions and bring out decided opinions.” A crease to the upper left and mild overall creases, otherwise fine condition.
