The printed broadside is headed &#34;<I>Second Congress of the United States…An Act for the Relief of David Cook and Thomas Campbell</I>.&#34; Cook was &#34;<I>a captain of artillery in the late war…shot through the body at the battle of Monmouth…rendered incapable to obtain his livelihood by labor</I>….&#34; Congress enacted that he &#34;<I>be placed on the pension-list of the United States, and shall be entitled to one third of his monthly pay, as a captain of artillery</I>….&#34; Campbell &#34;<I>who has been so injured by repeated wounds in the service of his country, that he is unable to support himself by labor</I>&#34; was placed on the pension list and given &#34;<I>the half pay of a captain of infantry</I>….&#34; Signed in print by George Washington as President, John Adams as Vice President and President of the Senate, and Jonathan Trumbull as Speaker of the House of Representatives.
