LS signed “Jas. Monroe,” one page, 7.25 x 8.75, May 28, 1800. Letter to Governor John Jay of New York, written by Monroe while serving as governor of Virginia. In full: “I have the honor to transmit to your Excellency a copy of the Acts which passed at the last Session of the General Assembly of the Commonwealth.” In fine condition.

The publication referred to must have been a copy of the acts passed by the General Assembly during the session of December 2, 1799, to January 28, 1800. The most important resolution passed, known as the Report of 1800, was drafted by Madison and presented an argument for the sovereignty of the individual states under the Constitution and fought against the Alien and Sedition Acts. Madison’s report became incredibly influential in the legal interpretation of the Constitution and remains known as one of the most important expressions of the founding fathers’ Democratic-Republican principles.
