Official letter, in part: "Mr. Alexander Pillavoine, having produced to me his commission as Consul of His Majesty the King of France and Navarre for the Port of Baltimore, I do hereby recognize him as such, and declare him free to exercise and enjoy such functions, Powers and privileges as are allowed to the Consuls of the most friendly Powers. Signed at the conclusion by President Monroe and countersigned by Secretary of State John Quincy Adams. The white paper seal affixed to the left side is soiled but intact. In very good condition, with intersecting folds, light toning, and some dampstaining.
