F. Conant, Assistant Secretary of the Treasury concerning a dramatic rise in an estimate. He writes, in full: "<I>On page 135 Book of Estimates, you ask an increase of $400,000 in estimate for material and labor in printing national securities -- Yet we understand that a large share of the work has been sent to New York why this increase.</B></I>" It was in this year that, with James G. Blaine, Garfield became a leader of the Republican minority in the House. He of course became the Republican nominee for President in 1880 only to be felled by an assassin's bullet six months after taking office.
