During his tenure, he instated numerous reforms, including the forced retirement of many old andineffective officers. Letter Signed, “J.C. Dobbin.” One page, 8” x 9 ¾”. Navy Department. February25, 1854. Dobbins “Sir, The enclosed general Regulation is forwarded you for you guidance inregard to the mode of keeping and disbursing public money, with a view to uniformity of action onthe part of Disbursing Agents. It is considered by the department as the most proper and convenientmode for the Public Officers under the law and the regulations of the Treasury Department.
