Manuscript DS as president, one page, 10.5 x 16.5, November 29, 1859. President Buchanan grants Patrick Mulligan, "held in confinement in the common jail of Washington county…and wholly unable to pay" a fine of eight dollars and the cost of prosecution, "a remission of the fine and costs imposed upon him" for a previous assault conviction. Crisply signed at the conclusion by Buchanan, and countersigned by Secretary of State Lewis Cass. White-and-red paper seal remains affixed to lower left.
