In part: "<I>Permit me to recommend to your favorable notice for an appointment in the Revenue Cutter Service Mr. Bell of Chester County Pa. He has sailed as a Captain in the merchant service; but is yet quite young & would be willing to enter... in the lowest grade... His brother Judge Bell stands very high amongst us both as a Judge & a gentleman, & but few in Pennsylvania have rendered more important services to the Democratic cause...</B></I>" <I> </B></I> Conjoined sheet includes address panel addressed in Buchanan's hand and containing a second signature: "<I>From Mr. Buchanan</B></I>".
