Garfield of Ohio had served his country as a Civil War Major General and as a member of Congress before winning the presidency in 1880. After a mere three months in office, he became the second U.S. president to fall to an assassin's bullet. This letter was written while Garfield sat in the House of Representatives and complains of a stubborn postmaster who refused to honor the custom of mailing packages free franked by an elected official. It partially reads, "...I think the Rome P.M. is in error not to send the speeches. I franked them & I have a right to do so...the same thing is done for me at Washington where I left a large lot of of franked speeches...Certainly your P.M. would not refuse to send a franked speech...".
