Jurist and statesman appointed by Washington the first Chief Justice of the United States Supreme Court (1789-95), molding judicial procedures during the country’s formative years. A member of the Continental Congress, he collaborated with James Madison and Alexander Hamilton in a series of essays known as <i>The Federalist</i> papers urging the adoption of the Constitution. Printed broadside, 1p, small folio, [Philadelphia], Apr 3, 1776. Document authorizing the capture of British vessels. Congressional “<i>Instructions to the Commanders of Private Ships or Vessels of War</i>” containing eleven articles. In small part, “<i>II. You may, by Force of Arms, attack, subdue, and take all Ships and other Vessels whatsoever, carrying Soldiers, Arms, Gun-powder, Ammunition, Provisions, or any other contraband Goods, to any of the British Armies or Ships of War, employed against these Colonies. III. You shall bring such Ships and Vessels...to some convenient Port...VI. If you, or any of your Officers or Crew, shall, in cold Blood, kill or maim, or, by Torture or otherwise, cruelly, inhumanly, and contrary to common Usage and the Practice of civilized Nations in War, treat any person or Persons surprized in the Ship or Vessel you shall take, the Offender shall be severely punished.</i>..” Boldly signed as president of the Continental Congress. Normal toning; one 3" and one 2" fold separations with no paper loss repaired with archival tape on verso; 1" tear at left edge with paper loss of no affect to text; occasional staining; o/w VG. Jay helped negotiate the Treaty of Paris (1782) ending the American Revolution. The unpopular Jay Treaty which averted the threat of war again with Great Britain probably cost this founding father the presidency but stabilized commercial relations with Britain and promoted economic prosperity for the fledgling nation.
