From Council Chambers, Hancock transmits a letter from Secretary of War Benjamin Lincoln to the General Assembly. In full, “<i>I have Directed the Secretary to lay before you a Letter which I have just Rec’d from General Lincoln dated at Springfield, respecting the guard station’d at that place. I Refer the Subject matter to your Consideration, & shall be ready to Concur with you in every measure tending to Lessen the Expenses of the Commonwealth</i>...” Boldly penned and signed. Light general toning; partial center fold separation at left edge with small paper loss not affecting text, expertly repaired; small separation with negligible paper loss at right edge of center fold expertly reinforced on verso. 11. All bidding is done in a competitive manner. The
winning bid will always be one bidding increment
over the second highest bid. The minimum
acceptable bid for any lot is 50% of the low
estimate given in the item description or $25,
whichever is higher.

12. Payment is expected immediately upon receipt of
invoice. All accounts are payable to Signature
House. Payment must be made in U.S. funds. Wire
transfer details are available upon request.
West Virginia residents will pay a sales tax of
6% unless a resale number is filed with us prior
to the closing date. For sales outside of the USA
a credit card is requested.

13. Shipment is made via U.S. Postal Service or
Airborne unless otherwise instructed. Handling,
shipping and insurance charges are added to the
invoice. Oversize and foreign shipments are subject
to increased charges. All items are shipped
immediately upon receipt of payment.

14. Golden Guarantee: All material is returnable within
seven days providing that it comes back in the same
condition. There is a lifetime guarantee on
authenticity to the original purchaser. The item(s)
must be returned with two letters denying it’s
authenticity by expert authenticators acceptable
to both parties.
