"...The Period is arriv'd when it is absolutely necessary that your Resolve of 28th March last with respect to a conference of the Penobscot Indians should be carried into execution, & with the advice of Council I have appointed the Rev Mr Little to execute the Business, who has been long conversant with these Indians, & there is every flattering prospect that he will answer the Expectations of the General Court; he is now ready to proceed, but after every effort of mine I fail in the procurement of Money, which reduces me to the Necessity of making my Application to you, Gentlemen, to put it in my power to enable the parson [?] to proceed upon the Business..." In 1796 the Penobscot Indians signed a treaty with the state of Massachusetts giving up all of their land except Old-Town Island and other islands on the Penobscot River; the Indians received nothing in return. The treaty was never ratified. In the late 20th century the U.S. Government finally made a financial settlement with this tribe, which is located in central Maine, near the state university.
