81. JAMES MCLAUGHLIN

mcclaughlin gives advice on indian schools
(1842-1923). Canadian-born Indian Agent at Standing Rock, Dakota in the late 1800s. Despite his honest and courageous reputation among the white population, he is best known for giving the orders to Sgt. Red Tomahawk, police Lt. Bull Head and 43 other Indian police to arrest Sitting Bull on Dec 15, 1890, ultimately leading to the death of the revered Indian leader. Because he believed Sitting Bull to be an obstacle in the management of the Sioux, he fostered the rift between the Sioux leader and Gall, who had been Sitting Bull’s military chief at Little Big Horn. Important ALS, 2pp, 4to, Sisseton Agency, SD, Mar 30, 1899. On his Department of the Interior, US Indian Service letterhead to Capt J. P. Baker at Bismarck regarding the building of non-reservation Indian Schools, notable for the fact that only ten years before the government had made the surplus lands on the Cessation Reservation available to white settlers resulting in Indian reservation lands either ceasing to exist or being made continually smaller. In part, “...The point you want to make is the advantages Bismarck offers the 36 non reservation Schools now in operation and the States or territories in which they are located...I would regard it inadvisable to detract or reflect upon the Reservation Schools, as all reservations have Boarding Schools or should have them, and as a matter of fact they produce the best and most permanent results, but you need to present the advantages of Bismarck as a location for a non-reservation school, which advantages are plainly obvious with the adjacent agencies to draw from. Your letter covers the points admirably by leaving out the schools that are located on Indian reservations which I have ran pencil through...” Boldly penned and signed. Normal, though a little weak, folds; o/w VG/Fine. Accompanied by an albumen photograph, overall approx 10"x7" outdoor portrait of a group of individuals including a party from Boston and Carlyle together with several Indians at Standing Rock Agency, 1888. This sharp, clear image by renowned Native American photographer David F. Barry exhibits his Bismarck and Standing Rock, DT, backstamp. Identified on verso of photographer’s mount in an unknown hand are George H. Fairbault, an agency farmer; McLaughlin as Agent; and John E. Kennedy, agency clerk. Slightly bowed. Seven negligible punctures at top, bottom and right mount, three touching image; light toning; edge wear on mount; o/w VG. Very nice collection.
