Union brigadier general who commanded the 23rd IL, the “Irish Brigade,” captured while defending Lexington, MO, and later exchanged. Mortally wounded at the Battle of Winchester. Two <b>war-date</b> LsS “<i>Jas. A. Mulligan</i>” as Colonel, contemporary copies, 1p each on same sheet, 4to, “<i>Hd Qrs.2nd Div Dept West VA, New Creek, WVa</i>,” both Nov. 23, 1863. One letter is to the Adjutant General of the Army, Washington, submitting the returns of his regiment, the “<i>Irish Brigade,</i>” stating “...<i>This I believe completes the returns of the regiment...Excepting the months of June, July & August 1861 the record...for these months was entirely lost at the Siege of Lexington, Mo</i>...” The second letter is to a Mr. M. W. Lester of Chicago, regarding the prisoner accounts of Camp Douglas where he was commandant, in part: “...<i>My Clerk...informs me he knew nothing about it; nor do I; and Seriously doubt the Claim</i>,” stating he would pay if given proof of the debt.
