Addressed to John Kirby, Chief of Police in Chelsea, Massachusetts, the letter reads in part, ''My dear Chief: Your re-election as Executive Director of the New England Association of Chiefs of Police, Inc. has come to my attention, and I want to offer my sincere congratulations...[signed] J. Edgar Hoover''. Accompanied by FBI envelope. Measures 8'' x 10.5''. Tiny chip to the top edge and standard folds. Near fine.
