Hoover writes, ''...I wish to take this opportunity to extend my heartiest congratulations...it is the loyalty, devotion and interest of our employees to the Bureau and its programs that really count...[signed] J. Edgar Hoover''. Light creasing to 8'' x 10.5'' letter; very good condition.
