Dwight Foster, both of Mass., with integral address-leaf and Upham's free-frank. "...(I received) the Document referred to in the President's Speech (John Adams)... It is surprising that there can still be a question in the mind of any member of Congress whether the French Government has voluntarily and intentionally insulted the Government and people of America...." The House of Representatives voted a special committee upon the President's speech. This was, no doubt, the three-man commission to France: C.C. Pinckney, John Marshall, and Elbridge Gerry, to reestablish friendly relations. This deteriorated into the XYZ Affair. Break at fold starting on each page. Ink varies from medium to dark.
