albumen photograph of nine Indian agents taken by S. Spencer at Rosebud Agency, Dakota Territory and dated December 25, 1888; manuscript identifications on verso. Indian Agents include Tippetts (TX), Gallagher (IN), Cleveland (ND), Anderson (KY), Commissioner Pratt (PA), McChesney (MS), Commissioner Wright (TN), McLaughlin (AL), and Spencer (NY).

The Commissioners met at Rosebud Agency in 1888 in an attempt by the US government to divide the Great Sioux Reservation. The ultimate goal -- of course -- was to obtain more Western land. The government viewed the Sioux as uncooperative when the act was proposed, and subsequently the Sioux refused to sign. However, in 1889, another commission, given the same task, was able to successfully acquire the required signatures of three-fourths of male Sioux and obtain the land.
